| 内容記述 | In Monsoon Asian countries including Japan, the functions of existent water user organizations that operate and maintain irrigation/drainage facilities in paddy field agriculture are deteriorating. Thereof, the government has started projects to assist farmers, including non-farmers in Japan, in rural communities to jointly operate and maintain facilities. In order to effectively and efficiently implement the projects, it is important to evaluate not only the benefits of each project but also the sustainability of those projects. Also, it is important to provide other similar projects and policy makers with feedback on lessons learnt through the evaluation of those projects. In this paper, I focus on evaluation indicators that measure the achievements reflected in the changes connected to the assistance, and analyze the present methods and future designs of the projects evaluation. I propose the following characteristics for development of good evaluation indicators: (1) to make indicators for both the positive and negative factors of sustainability; (2) to be indicators useful for analyzing factors; (3) to be indicators having directness, concreteness and relationship. Based on the proposal, as a case study, I abstract problems with evaluation indicators from 8 JICA (Japan International Cooperation Agency) technical cooperation projects for participatory irrigation management in Monsoon Asian countries. Then, I show directions in developing evaluation indicators for the JICA projects: (1) to develop indicators from sustainable factors; (2) to develop complementary indicators; (3) to set the same minimum indicators in both a precedent project and a follow-up project; (4) to show the reason why the indicators were set. |
