内容記述 | The water management system in the Nile Delta is now being dramatically changed by the Irrigation Improvement Project (IIP), in which the delivery system will be converted to continuous flow instead of intermittent flow up to now. The continuous flow in the new system is sustained by downstream control gates and distributors in delivery canals' level. However, for many reasons including technical complexity, there has been concern as to whether these facilities can be introduced successfully to the site by the Water Management Improvement Project (WMIP) in the Nile Delta. The authors surveyed the current state of the project site of WMIP and two advanced areas of IIP where distributors have already been constructed, one in the Dsook district and the other in the West sydy salm district. The main findings of the survey are as follows: (1) The existing intake gate upstream of the delivery canal (Bahr El Nour) was still working. Old operations to solve the water unbalance problems between delivery canals are continuing. (2) None of the three distributors that we investigated this time were working. In two of them, both distribution gates in the distributors and emergency gates were fully opened. Furthermore, the flow baffle instruments of the other distributor had been cut off (destroyed) by local farmers. In view of these findings, this paper concludes as follows: (1) The new system (downstream control, demand operation with continuous flow) is not in a stable condition yet. On the contrary, the usual system (sluice gate, rotation in emergency) is still being used and there is confusion at the site. (2) Distributors are not a demand operation controller but a regulator for restricted water supply, or the flow rate supplied by distributors is limited to a maximum value. (3) Farmers need to be organized and leaders of the same level as district engineers need to be nurtured in order for the new system using distributors to be successful. |
