内容記述 This study analyzes communication to resolve conflicts, overcome communication gaps, and promote mutual understanding of people concerned for solving local problems with a focus on rural development. Specifically, it discusses major approaches for rural development, such as managing farmers' markets and organizing farming and rural experience activities, and community co-operative stores that are enjoying growing demand in areas where depopulation and aging are developing. In Chapter 3 on managing farmers' markets, we clarify the gradual improvement of facilities and diverse activities by operators for communicating with consumers in farmers' markets using an analysis of 20 farmers' markets across the country. In addition, based on on-site observations of farmers' market A, we clarify the existence of conflicts arising from differences in position and interest between the producers and the operator, and indicate that communications to resolve conflicts need a place where the people involved can recognize the existence of conflicts and hold discussions to achieve reasonable solutions. In Chapter 4 on farming and rural experience activities, we conduct a comparative study on the activities of three organizations in city T of Ibaraki Prefecture: farmers' market A, the Satoyama (domestic woodlands and farmlands) conservation association with a different management system, and farm C. We consider that creating incentives designed to strengthen the relations between people concerned is an effective way to motivate consumers, mainly urban residents, and collaborators to participate and allow the operator to pursue sustainable activities. We found that creating reward and building opportunities for exchanges between collaborators and consumers motivate them to participate and allow for continuous development of the activities. We also clarify the communication gap between the operators and landowners who help the Satochi Satoyama (rural areas composed of domestic woodlands and farmlands) conservation activities based on a survey on association B engaged in Satochi Satoyama conservation activities managed continuously throughout the year, and show that creating a place like a council where diverse human resources can establish networks, share the value of Satochi Satoyama conservation activities through experiences, and build trust-based relations with people concerned is vital in the initial stage of the activities. In Chapter 5, we analyze approaches of community co-operative stores in Honshu that are being revitalized under the initiative of local residents in response to the accelerating closure of stores in farming area suffering from depopulation and aging. Based on a case analysis, we show how a cross-citizen promotion organization (autonomous organization based on territorial connections) and government office achieved sustainable operation of stores that allow the operator to secure profits and workforce easily and support the livelihood of consumers, namely the local residents, and communication between the operator and consumers. They have been established to develop a larger local area beyond the former village and aim to cover a bigger area than the traditional territorial community and team established in each village. They provide professional and engineering knowledge, coordinate human resources, and take the initiative in providing intermediate support on such issues as capital and resources. The rural development discussed in this study focused on problems that are hard for community residents to solve by themselves, and the activities are expanding by the voluntary association organized by voluntary residents from the areas across the traditional units of city, town, village, and former village. The voluntary association is a nonprofit organization without forced participation, and it requires collaborators for its activities because of the fragile economic infrastructure and labor shortage. To solve these problems, we need such actions as allowing the operator to provide incentives to motivate diverse people to participate and asking the collaborators to provide intermediate support for communication to construct new relations toward collaboration.
