| 内容記述 | EU LEADER+ Program (Liason Entre Actions pour le D?veloppement de L'Economie Rurale) builds on two preceding Programs, LEADER I and II. LEADER I operated between 1992/94. LEADER+ continues to focus on innovative, local area based development plans implemented by local people working in partnership. The information about the program should provide valuable suggestion to the rural policy in Japan where direct payments to producers and community-based rural development are beginning to be carried out. We conducted interview survey to North Pennines LEADER+ Local Action Group (LAG) in northern England where has 116 thousands inhabitants on an area of 5,064 square km. This LAG consists of three Area Group, Program Coordination Group (PCG) and full time Program Staff. Each Area Group contains about 20 members representing community, voluntary, business and public sector. Area Group is able to recommend LEADER+ grant application directly to government office for approval without referring back to the PCG. The LAG's Development Plan sets down 7 development strands those are to be contributed by each project; empowering communities, rural entrepreneurs, new skills, rural service accessibility, environmental quality, healthy lives and cultural opportunities. Although community sector members in the LAG are considered to be main players in decision making procedure, it is not impossible to encourage all local people into joining the procedure. Most local people can't know what LAG members speak in the meeting. Community-based rural development in this case means that local people (supposed to be a group of people) is able to apply for the LEADER grant through the assessment of LAG Area Group meeting. The role of Program Staff who organize local people to enable to apply for the grant and conduct projects should be very important. Objectivity and fairness in the assessment and evaluation criteria should be needed as well. |
