It is necessary to surface in the subconsciousness such as a thought or the demand of local inhabitants. As a method of surfacing of the inhabitants awareness, in this study, we tried the new interview technique that referred to coaching and NLP. As a result, the following became clear.\n (1) Coaching and the NLP can utilize for surfacing a subconsciousness and fi nding a concrete action of local inhabitants.\n (2) The following relations of the interviewer referred to co-active coaching model are important.\n 　 ①An interviewer is conscious with“ subject oneself having an answer” and is always concerned\n 　② clarifying a subconsciousness of subject by talks with the subject\n 　③ observing the state of the subject and asking a question\n 　④ waiting for the answer of the subject\n (3) \"As if \" and \"the GEO model\" such as the skill of NLP are effective for the derivation of a concrete action\n (4) The following relations of the interviewer and utilization of the skill of NLP are moving to a subconsciousnessof subject,\n an internal change of subject oneself and a new notice
