In addition, there is a strong possibility that sound and sustainable maintenance and/or preservation of water resources functions, such as biodiversity of ecosystems, lead up to the viability of rural areas. In order to clarify its cause and effect relation among them, in particular, it is important to understand the characteristics of ecosystems that are preserved by the water-use environments and to verify the relation of those ecosystems with those water-use environments in rural areas. This paper, therefore, aims at examining hydrologic factors such as discharges and velocities in irrigation and drainage channels in rural areas and the actual conditions of fish ecosystems in the areas under status quo and, based on the outcomes of those investigations, proposes to develop an evaluation method of water resources function by using of hydrologic indices. Especially, as the target of paddy areas in low-lying agricultural region, the results of hydrologic conditions and the surveys on fish ecosystems are presented and those of evaluation methods using hydrologic indices and the mapping methods of channel networks to explain water resources functions of the target areas are discussed.","subitem_description_language":"en","subitem_description_type":"Abstract"},{"subitem_description":"農業用水と農業は,生産活動を通じて生態系の保全に資するという水資源維持機能を有している。また,多様な生態系の保全をはじめとする健全な水資源の維持・保全は,地域の活性化につながる可能性を持つ。それらの因果関係を明らかにするためには,特に農村地域の流水環境によって維持されている生態系の特質およびその流水環境との関係を解明することが重要である。\nそこで,本研究では,農村地域の用排水路系において流量,流速等の水文要素を把握し,そこで維持されている魚類の生息実態を調査解明するとともに,それらの成果を踏まえて水文要素を指標とした水資源維持機能の評価手法を開発する。特に,水田農業地域を対象として,各種水文要素とそこで維持されている魚類の生息実態を調査するとともに,地域が持つ水資源維持機能を説明するための水文指標や水路ネットワーク図による評価法について検討した結果について述べる。\n水路やその中の水と生態環境について,これまでに多くの研究が積み重ねられるとともに魚類が持つ環境選好性について種を特定した取り組みが行われてきた(関根ら,1 9 9 4,楊ら,1 9 9 9,2 0 0 0,中村,1 9 9 9,山嶋ら,2000,松尾ら,2000)。そこでは,魚の行動モードを考慮した評価検討も行われ,次いで水生生物の利用(徳山・池内,1998)や鳥類(糸魚川ら,1998)を対象とした検討,またメダカの環境応答モデル(平松ら,2003)の開発が行われた。さらに,魚の動きを物理的数理モデルで説明しようとした試み(Anderson et al.,1998)も始まっている。一方で, 生態環境に絡む水文観測の方法(GEORGIA Adopt-A-Stream)や水田の畦畔上の植生の検討(有田ら,1998)が行われている。広い視点からの検討としては,流量変動との関係(清水・小池,1998),親水からの視点(土屋,1999),河川行政と生態系保全の検討(辻本,1999),農業農村整備事業での取り組み指針(食料・農業・農村政策審議会,2002),水田灌漑が持つ多面的機能の観点(Masumoto, 2003,日本農業土木総合研究所,2003)などの取り組みがある。このような状況の中で,魚類生態や生態環境の総合的な評価方法は,一連の研究報告(玉井ら,1 9 9 3,金ら,1 9 9 6,玉井ら,2000)に纏められているが,農業地域,特に水田流域の水資源が持つ生態環境の維持機能の定量化や評価法については,いまだ検討されておらず,若干の試みが低湿地(T r u d y e t a l .,2 0 0
